Director Blair was born and raised in Pittsburgh, Pennsylvania and moved to California in 1958.
Blair holds a degree from San Francisco City College and a Doctorate in Pharmacy from the University of California.
Director Blair served with the United States Air Force from 1955 to 1958 as a Radar Maintenance Repairman with one year spent in the Arctic Circle. Blair has knowledge and experience in the construction trade building and remodeling several houses. He also has experience with sewers and septic systems and has personally installed septic tanks as well as owning his own 4-party water company. In 1966 he moved to the area and opened a Thrifty Drug Store in Arroyo Grande which he practiced at until 1984. After leaving Thrifty Drug, Blair went to work as a Pharmacist at the California Men’s Colony in San Luis Obispo. He retired from Pharmacy in 2000.
Blair moved with his wife to the Summit Station area of Nipomo in 1982 and served as NCSD Director from 1994 to 2004 with his current term beginning in 2012. From 2002-2004 Blair represent the District statewide by serving on the California Special Districts Association.
Blair enjoys working on old cars and loves to travel with his wife. They have traveled to most of the US and Canada as well as Europe, Asia, and Australia but still believe that the Central Coast is by far the best place to live.
